Total noob here: I defined some moves for a turn, but then decided I wanted to change my approach, so I tried to erase the moves I'd made and start over. This was in a casual game and the turn had hours left on it. I was able to hover over one of the moves I'd made and cancel it by hitting the red "X", but I couldn't take back the other moves. No X appeared in the spot I'd expect it.

Can someone explain how this works? Can I not cancel moves at all?

Corollary Question: Once I've recruited specific unit types, can I take that back and recruit different ones? Or are those "you-buy-em-you-got-em"?

The reason why some moves cannot be cancelled is because you made a move afterwards that would make cancelling the move mess with the game mechanics.
For example,
You have a stack of 10 infantry.
You move 6 out of the stack.
You then move the remaining 4 in some other direction.
This would make the first movement (moving the 6) unable to be cancelled because the stack that it was in has now moved. Other situations can also make moves unable to be cancelled. This is just one example. It is an inconvenience but one that is necessary to avoid bugs.

If you want to restart your whole turn the only thing that you can really do is refresh the page (which isn't that hard).

For that last question:
You can sell units back but you have to do so before you make any movements into or out of that city. Of course if you made a really bad purchase (like buying 8 air transports or something) and can't sell them back, you can always refresh the page.
