fyi: I am adding 3 "npc governors" so we can more properly utilize our provinces. They only roll for state income and province improvement, they can't build soldiers or be corrupt. Consuls may move them to wherever and regular players can replace them. By default they go to richest provinces.
No, don't be a jew. If you guys are not willing to take the risk of sending players to govern then too bad, you shouldn't change the rules to benefit your faction.

I have to agree with Tunder on the NPC governors. We would not have NPC for rebel factions and if the Senate is too partisan to effectively collect revenue than it is their fault.

So instead of sending from the manpool of 20 senators available, you much rather fill our (about 8 empty provinces) with NPCs?

Why add NPCs? Clearly nobody wants to be governor seeing as nobody wanted to accept governor role. Please remove them players should feel the consequences of not having governors in rich provinces.
