Apparently it is different for everybody when it comes to issues in the map editor, so I will list off mine.
For HTML5...
- Try to clone ANY MAP on ANY BROWSER: "Unable to launch map editor".
- Try to make a new map from scratch: Works until I try to save the map, which results in "Unknown Error" OR "Unable to save country borders".
- Take any pre-existing advice on the forum: Outdated solutions or does not work.
For Silverlight...
- Trying to do anything in the downloaded Silverlight client: Same things with HTML5 happen or a loading loop occurs and you have to force quit the application.
If the scene doesn't look any better soon then does that mean that the developers have given up on fixing it or do we have to wait longer for them to fix the HTML5 editor? It is fairly frustrating when you bought premium for the main purpose of being able to make maps and all methods of doing that do not function properly.
If anybody has some NEW ways to fix these problems so I can ATLEAST clone the world map and SAVE IT, that would be much obliged.

I don't need a tutorial, I need to know how to stop getting these errors so I can use the map editor.
Step one open mozilla fire fox or edge
Step two open the html 5 editor.
Step three open your jpeg file(must be a jpeg) for your back ground image.
Step four save the map.
Step five close the editor.
Step six log out.
Step seven delete your browser cached data.
Step eight go back to the editor.
Step nine make one border and add a city.
Step ten repeat steps four through seven.
After that you can make your map. Some maps need the admins to refresh the maps after the first save. If you ever delete a border on your map you'll have to clear your cache again and probably have to wait on an admin refresh again. I get around this by hiding bad borders in the ocean rather then delete them. You can not copy others maps copying is 100% broken. Witch doctor claims to use chrome for borders. I do not trust chrome as it adds dozens of extra bugs. There is an issue where the border expands really big. It resolves itself after you complete my list of steps. But you'll get it when making your first border. Any other questions just ask.

Alright, thanks. I wish cloning worked but it's great to have a solution to at least use the editor.

Theres got to be a way that we can clean this up. Silverlight map editing was fairly easy and straightforward

Almost all issues havee to do synchonization and cached memory. Whoever is in charge of that needs to work on that.
