Reduce SP by managed state/country

For example if u play OP country and win like USA u should get less points then guy who plays Iran and wins in same game

There is no way to tell what countries should be reduced and what should be raised. Iran is closer to europe/asia than usa. It is very reasonable that iran could win.

You know that big countries cost more?
that means that they can make less units and most of the time they cant go a exepnsive start like sm.and if u are a fighting a small nation that nation gets auto reinf (to equal the reinforcment diffrences) and the small nation can go expensive start and it will expand fast
