General Upgrade bug

I have the upgrade for a General, as seen here http://imgur.com/yYJvPuA but when I play a game, a General NEVER shows up, even though other players have their generals. What's going on?

I looked at your profile and it says that you only have the customization package. I think you need full premium for a general or at least the weapons package.
