Often when doing research for making a map, the easiest variable to come by is population. Thus, I think it would be easier to set the city's income based on population, instead of the other way around, as it is now.

No, that doesn't make sense. eg india would have the highest income in the world, so high it would cost over 100k to buy etc

Im talking about creating your own map. And if you know the income, you could adjust it. I just think that, if you dont know, income should be automated.

Create your own scale of population-income and do it for yourself.

GDP isn't too difficult to find, at least in recent years.
Other than that, creating your own scale of population-income should be relatively simple, as raetah said.
