There's a transport unit over land in the stack - presumably it was the unit TB'd... this is a known issue... TB favoured the stack 4 to 1. Boywind had less than 25% chance of evading even if moving the transport was his first move (which it most likely wasn't).

No.
if you have 100 unit stack and you moved 10 of it then moved the rest which are 90 now then you will have two separate tb chances they are different moves and even if you get tbed for one of them be it the first or the second the other one will still go "if it doesnt get tbed itself" you will notice that if you play SM/DS cuz you need 2 moves to move your units sometimes your first move fails and the other goes and you end up sending only planes or only land units which is bullshit as well if you ask me cuz players like WD abuses this to make 90%~ tb chances

Not disagreeing with you... but it is the Transport in this case which was TB'd, which in some cases messes up the rest of the TB rules.
