I like the idea.
And it's not like any one clan has more then 6 members online at a time anyway (with the exception of those RP clans or SM on occasion).
Notice it is sm that is highly agaist it. With good reason I geuss, they built a dynasty and helly wishes to dismantle it. But maybe rome wouldn't of fallen if it's nobility would if made some sacrifices, no what I mean?

The limitations at the moment are that high ranks dont want to play wit low ranks, therefore there needs to be an alternative for low ranks to get used to competitive play whilst still having a link to high ranks to learn.
Doesn't this make it tough to teach low ranks still though? I just think it makes more sense in having players that are same group be same clan instead of more training clans that extremely rarely (some still do though) survive, since if not willing to help the younger generation in AW the game is then kinda doomed isn't it?
You have missed the point though, training clans fail when they operate separately from the mother clan.
They can still in a competitive sense operate as their own entity (scoring etc), however with merged clan features would give them the freedom to get advise from experienced players without experienced players having to risk their own elo in cws
The only way individuals improve is by actually playing and its easier to do that and learn in a non pressured environment.
You cant expect successful clans to sacrifice their success when the reward is only for one individual, it simply isnt worth it.

I am playing another game, where basically the number of member directly and proportionnaly influences the score u get, ie having inactive members heavily penalizes you. How could we implement something similar?

Why not just have clans like MK SM ect train more low ranks? I know they did for a bit (unsure if still do) and they can have their trained low ranks fight the others trained low ranks still few clans maybe but training players means more comp players and possibly in the future more comp clans? and in the short term it's at least more clan wars
dbacks, bertank, goblin, xeno, hell, soul, vdog, leaf, xeno, waffel* me, and even bonker himself are products of sm low rank training.
